Inflation is often called "the tax on the poor" — and rightly so. When prices rise, everyone feels it, but the most disadvantaged families are hit hardest. They spend most of their budget on essentials such as food, transportation, and energy, whose price increases are immediate and almost impossible to avoid. Unlike the upper classes, who can shield part of their wealth by investing in assets that appreciate with inflation, the poorest have no such safety net: their "vault" is hard cash, which loses value by the day.
Historically, governments resort to monetary expansion — printing more money or increasing spending without any corresponding gain in productivity — as a short-term fix for fiscal deficits, even knowing that this silently erodes the purchasing power of the most vulnerable. This practice transfers wealth from those who have less to those who already hold assets, creating a cycle that smothers the chances of social mobility.
When inflation persists, central banks respond with higher interest rates in an effort to stabilize the economy. In practice, however, this means more unemployment, more expensive and restricted credit, and fewer opportunities to launch a microbusiness or invest in education and a better life for those who already face hardship.
High interest rates, besides making home financing more expensive, reduce the ability of small businesses — the main employers of low-skilled labor — to expand. In emerging countries such as Brazil, this combination creates an environment where the economy stalls, and the poorest pay the price twice over: first through the rising cost of living, then through the contraction of economic opportunities.
ZAPEs — Zones for Accelerated Poverty Eradication — also known as City 5.0 or Community 5.0, are planned urban territories or specific neighborhoods within existing cities that are granted a special degree of authorization to experiment with new models of governance, regulation, and economic management. The logic is simple: create a "living laboratory" where public policies, technologies, and market mechanisms can be tested on a reduced scale, with the aim of finding effective solutions to accelerate productive inclusion and to reduce the cost and risk — for both the public and private sectors — of supporting the disadvantaged population on its journey toward the middle class.
These zones can be the space to implement reforms that, on a national scale, run into political or structural barriers. Among the possible innovations is the adoption of local digital currencies — or monetary systems independent of the host country — as a tool to protect the poorest against irresponsible actions by central governments, such as runaway inflation or fiscal mismanagement. By partially separating the local economy from national macroeconomic volatility, a ZAPE could ensure stability in the wages, savings, and investments of small entrepreneurs, preserving the real value of income and fostering a virtuous cycle of sustainable growth.
If the ZAPE were to adopt its own digital currency — which we will call Koru — the design would need to balance two potentially conflicting objectives: (1) protecting workers' purchasing power against the host government's policies on taxation, interest, and irresponsible spending, and (2) maintaining economic appeal for companies operating in the region, ensuring that wage costs do not undermine their competitiveness.
One possible model would be to back the Koru with a basket of stable assets — for example, a combination of strong currencies (USD, EUR, JPY) and strategic commodities — reducing exposure to national currency volatility. Paying wages in Koru would give workers a "shield" against local inflation, allowing them to convert their income gradually, whenever they wished. With smart contracts, the ZAPE could automate protection and incentive mechanisms. One of the core mechanisms for the Koru to work would be the adoption of a tiered conversion system, in which part of a wage could be automatically exchanged for the local currency only at moments when the exchange rate was more favorable, cushioning the impact of currency shocks on the worker.
In parallel, the Koru could be pegged to an international inflation index or to a basket of basic goods, ensuring that its real purchasing power was preserved regardless of fluctuations in the domestic economy. Companies in these regions would receive a range of tax benefits to encourage them to take part in the experiment.
The great challenge is to give workers time to save, invest in skills training, and integrate into the market before exogenous factors erode their income. Companies operating with higher margins — such as anchor firms in sectors like technology, pharmaceuticals, and biotechnology — tend to absorb the cost of a more stable currency more easily, especially when integrated into local supply chains and able to export to countries with stronger currencies.
On-chain digital currencies, such as the Koru proposed for the ZAPEs, have the potential to usher in a new economic and social paradigm, where stability, transparency, and inclusion go hand in hand. Unlike traditional money, the Koru could incorporate automatic protection mechanisms, such as built-in inflation insurance and an automated on-chain stabilizer, adjusting the currency's supply or backing in real time to preserve purchasing power. In addition, workers and entrepreneurs could access collateralized credit using their reserves, encouraging productive investment and reducing dependence on costly and exclusionary banking systems.
The model also opens space for everyone to share in collective enrichment. Part of the issuance of Korus could be tied to the community's success, distributing "dividends" based on local economic growth. This would create direct incentives for residents to take care of the city, to be more collaborative, to welcome tourists, and to protect shared assets. On-chain reputation tools could reward good behavior, easing hiring and the granting of credit, while incentives such as cashback for local spending and gamified labor markets would make the economy more dynamic and participatory.
In governance, on-chain digital currencies enable advances that seem utopian today. Participatory budgeting would place citizens at the center of public investment decisions, while programmable taxes would ensure automatic collection and disbursement, reducing corruption. Real-time auditing, accessible to all, would increase the confidence of investors and residents, creating a virtuous cycle of credibility and capital attraction. Combining technology, the right incentives, and intelligent economic design, the Koru would not be merely a currency: it would be the backbone of a more stable, prosperous, and engaged community.
